The "General technical requirements for the maintenance and remanufacturing of construction machinery exports" local standard of Hainan Province was released in Qiong on April 8, and will be implemented on May 26.

         It is reported that the standard not only fills the gap of the lack of local standards in the field of domestic construction machinery repair and remanufacturing export, but also is the first cross-regional cooperation model of Hainan and Hunan provinces to jointly establish projects, review and release standards.

       To develop new quality productive forces, we need to carry out major technological upgrading and large-scale equipment upgrading projects in the manufacturing industry, promote high-end, intelligent and green development of the manufacturing industry, and inject new vitality into traditional industries.

        At present, the number of domestic construction machinery second phones up to 10 million sets, the market value of 600 billion yuan, mutual recognition of standards, tax and other problems have become a major bottleneck for domestic construction machinery second phones to go to the international market.

        In this context, Hainan and Hunan provinces cooperated to jointly develop this local standard, which was issued by the Hainan Provincial Market Supervision Administration and centrally managed by the Hainan Provincial Department of Industry and Information Technology. Under the premise of highlighting the "quality and safety" and "use safety" required by the international market, the standard covers the general requirements of the whole category and the special requirements of key categories in the export field of domestic construction machinery, and puts forward testing items and testing methods accordingly.

       As one of the important achievements of Xiangqiong cooperation, the standard will provide important standard and normative support for Hunan and Hainan cooperation in this field, and will also provide a strong boost for the comprehensive implementation of the national promotion of large-scale equipment renewal and consumer goods replacement, and promote China's construction machinery industry to go deep into the international market.

       Next, based on the promotion and application of this local standard, Hainan Province will strengthen technical standard exchanges and cooperation with key regions such as Africa and Southeast Asia, build public brands by means of "standard + certification", jointly strive to build a new remanufacturing and maintenance remanufacturing standard system with relevant national ministries and commissions, and help achieve "Xiangqiong Test, Chinese rules, and international mutual recognition".
